From the City of Ottawa:

Public Meeting

Monday, September 16, 2013

7 to 9 p.m.

City Hall

Andrew Haydon Hall and Jean Pigott Place

110 Laurier Avenue West

The City of Ottawa Planning and Growth Management Department is undertaking a Zoning Study on Residential Conversions. This study relates to the conversion of one-, two- and three- unit dwellings to dwellings of three or more units.

The goal of the study is to ensure that such residential conversions are carried out in a manner that is compatible with the surrounding neighbourhoods. The study may result in an amendment to the Zoning By-law which changes the zoning rules governing residential conversions.

You can also send us your thoughts on residential conversions by e-mail at conversions@ottawa.ca. Updates on the Zoning Study can be found at ottawa.ca/conversions.

We hope that all residents, developers and other stakeholders will take this opportunity to participate in this important discussion on the future of residential conversions in Ottawa.

Accessibility is an important consideration for the City of Ottawa. If you require special accommodation, please call or e-mail the Project Lead below before the event.

Grand Re-Opening of Fisher Park

Tuesday, September 3rd, 2013
3:30-5:00 PM
Remarks and official opening at 4:30
Fisher Park
250 Holland Avenue

Please join Mayor Jim Watson, my fellow Councillor Mark Taylor, Chair of the Community and Protective Services Committee and me to celebrate the re-opening of Fisher Park with friends and neighbours and a few surprises too.

Since May, extensive renovations have been underway at Fisher Park to rejuvenate this well used community park. Funding for the park from the City's general spending was only $220,000 to replace the play structures and build a new splash pad. I invested $740,000 of Kitchissippi cash-in-lieu of parkland funds to ensure it received the upgrades our growing community needs, including:

  • A larger splash pad area with expanded number of water features

  • Two separate senior play structures, including a space net climbing component

  • A realigned and separated pathway system for children

From the City of Ottawa:

An application has been received for a Zoning By-law Amendment Application at 1518 Scott Street, 250, 266, 268, 272 & 274 Parkdale Avenue, and 9, 11, 13, & 15 Bullman Street.

Site Location:
The site is municipally addressed as 1518 Scott Street, 250, 266, 268, 272 & 274 Parkdale Avenue, and 9, 11, 13, & 15 Bullman Street. The site is located at the south-west corner of Scott Street and Parkdale Avenue.
Description of Site and Surroundings:
The site is comprised of 10 property parcels. An approximate 10 metre strip of land interrupts the properties, and thus the development lands are divided into two groupings. The total site area of the north lot at Scott Street and Parkdale Avenue is 1,156.57 square metres. The total site area of the south lot at Bullman Street and Parkdale Avenue is 2,382.3 square metres. The site is currently occupied by a number of single detached dwellings, surface parking lots, a commercial diner and a mixed-use development. The site is surrounded by the Tunney

Fisher Park Playground and Splash Pad Update

The WVCA has received an update from the City regarding the completion date for Fisher Park.

The play structures are scheduled to be ready for this Saturday, Aug. 31st. The splash pad will be operable by the following Tuesday. The splash pad will then be programmed so that it only operates between 4 pm and 7 pm on weekdays and between 8 am and 7 pm on weekends, until is closed down for the winter (late September). This operating schedule is in keeping with City policy for splash pads located adjacent to schools. The splash pad will be programmed to operate 7 days a week during Fisher Park School summer holidays.

While the new playground will be open this weekend, please note that there will be some construction fencing left in place to protect large newly sodded areas in the park, to allow the sod to properly root. There are a few deficiencies remaining to be completed, namely the installation of the community bulletin board, 2 new park signs, replacement of the fencing along Harmer Avenue and the colour acrylic coating and line painting for the new basketball courts. These will be completed over the next couple of weeks.

The delays in completion of the redevelopment project were due to a combination of lots of rain in the spring/early summer and to the late delivery of critical equipment from suppliers, such as; water play elements, the net climber and the pathway lighting. When key equipment delivery dates were missed, it caused ripple delays in the installation of associated infrastructure, paving and landscaping etc. As the school year begins the same week as the opening, the splash pad will be programmed to be operational on weekends only, likely until the end of September.

I have secured $80 million in design changes including burying the line near residences, enhancing access to the pathways, and a new green roof on Cleary Station. The changes go a long way toward a plan that works for Kitchissippi residents. City Hall, Champlain Room

The purpose of the meeting is to provide an update on the Ontario Municipal Board (OMB) appeal against the Infill Zoning By-law 2012-147 that was adopted by City Council on May 9, 2012, and subsequently amended by By-laws 2012-347 and 2012-348. Application for Minor Variances for 117 Clarendon, April Committee of Adjustment meeting

The WVCA has received the following application to the Committee of Adjustment:

1) Minor Variance Application for 117 Clarendon Avenue

Public Hearing to be held at Committee of Adjustment Meeting on Wednesday, April 3, 1pm, Ben Franklin Place, 101 Centrepointe Drive (in the chamber, main floor).

On March 6, the Committee adjourned Consent applications and an accompanying Minor Variance application for this property in order to allow the Owner time to revise the minor variance application and file an additional minor variance application for the other semi-detached dwelling unit.

The owner has filed applications which, if approved, will have the effect of creating two parcels of land in order to create separate ownerships for each half of a proposed two-storey semi-detached dwelling. The proposed developments on the parcels will not be in conformity with the zoning by-law. The existing dwelling will be demolished.

To proceed, the owners require:

-consent of the Committee for Conveyances and a maintenance/joint use agreement.

- authority of the Committee for minor variances from the zoning by-law to permit:

A) a reduced easterly corner side yard setback of 1.35 metres whereas the by-law requires a minimum setback of 3 metres;

B) a covered porch to be located within 0.29 metres of a corner lot line whereas the by-law permits the projection of a covered porch to be 2 metres but not closer than 1 metre to any lot line.

Under New Infill Development Regulations, for 117B Clarendon Avenue

C) a reduced front yard setback of 3.04 metres for the principal dwelling whereas the by-law states that the required fron yard setback for a principal dwelling on a corner lot is an average of the front yard setback of the principal dwellings of the adjacent properties, and the required front yard setback of the underlying zone (3 metres).

Preston-Carling Design Charette

From the City of Ottawa:

City holds public meeting on Preston-Carling district plan

Urban design consultant George Dark's recommended development plan for the Preston-Carling district, one of the fastest growing neighbourhoods in the city, will be presented at a public information session on Tuesday, February 5.

The Preston-Carling strategic directions will complement two community design plans in the Preston Street corridor: One for Bayview Station District at the north and Gladstone Station District farther south.

This information session will be a chance for residents to see and comment on the Mr. Dark's recommended approach for redevelopment of the Preston-Carling district, including project timelines, and to view the results of a recent public design charette. The Preston-Carling district plan was commissioned to ensure orderly development after the City received a number of applications for major developments in the area.

The charette was conducted by Mr. Dark and resulted in a model showing possible buildings, greenspace and transportation links. After the public information session, City Planning staff will review the public comments and present their recommendations to the City's Planning Committee and Council for consideration in March.

Date: Tuesday February 5, 2013
Time: 7 to 8:30 p.m.
Location: Tom Brown Arena, 141 Bayview Road, Ottawa

For more information on the Carling-Bayview Community Design Plan and to review and comment on the results from the design charette, please visit ottawa.ca/carlingbayview.

Snow bank removal schedule for tonight and tomorrow

From Katherine Hobbs:

Hello all,

With over 7000 kilometers of roads in Ottawa clearing all the snow from our streets is a big operation that has been compounded by two major storms within 7 days of each other depositing more snow than we had all last winter. There are many parked cars on our roads which impede plowing as the plows have to go around them, and ultimately we are left with more snow on the road.
