Lansdowne Park Redevelopment Update

From the City of Ottawa: Integrated site plan for Lansdowne redevelopment wins Council approval

An integrated site plan that aims to make Lansdowne Park a highly sustainable and accessible gathering place was approved on Monday by Ottawa City Council.

City Council voted 16 to 5 to approve the site plan, which is subject to meeting certain conditions before the final approval process is completed in 2011.

"The plans for the new Lansdowne have evolved and improved," said Mayor Larry O'Brien. This plan will create an exciting urban place that is accessible to all and is a shining example of community and environmental sustainability."

In addition to approving the site plan, which focuses on: building locations; on-site circulation for pedestrians, cyclists, transit users, and vehicles; conceptual landscaping for public greenspace; site grading and stormwater management, Council also approved the relocation of the Horticulture Building, 120 metres to the east of its current location. The Horticulture Building, currently in a deteriorated state and used only for storage, is to be moved in one piece by an expert team, refurbished and made into a public building that anchors the new urban park at Lansdowne.

The Integrated Site Plan for Lansdowne includes:

  • a large new urban park, designed by Phillips Farevaag Smallenberg landscape architects;

  • a refurbished stadium and Civic Centre, designed by Cannon Design;

  • a mixed-use area near Bank Street that includes shops, restaurants, services, offices,

Public meeting re: the convent

Residents are invited to attend an information meeting to learn more about the proposed development for the former Sisters of the Visitation property in Westboro.

The proposal is a result of Planning and Environment Committee exercising Section 37 of the Planning Act which states that increases in the height and density of development will be permitted in return for the provision of facilities, services or other community amenities.

The meeting will be run by Tim Marc, Senior Legal Counsel for the City of Ottawa. Councillor Leadman will also be in attendance.

Fall Construction Update

The City of Ottawa's Infrastructure Services Department circulated the following notice this week:

NOTICE OF CONSTRUCTION START

Temporary Westbound Lane Restrictions - Somerset St West Between Bayswater Ave and Preston Street.

"From September 7, 2010 to November 12, 2010 Somerset St West between Bayswater Ave and Preston Street will be reduced to one lane in the eastbound direction only. Westbound vehicle traffic will be prohibited in this segment of Somerset St West.

Businesses on Somerset St West Between Bayswater Ave and Preston Street will remain open as usual.

On-street Parking: On-street parking will be available except in the immediate vicinity of construction activity.

Westbound Detour: North on Preston St, west on Albert St and Scott St, south on Bayview Road and Bayswater Ave to Somerset St West.

Sidewalks: Sidewalks on both sides of Somerset St West will remain open and clear.

Buses: Route 2 Westboro and Route 2 Bayshore westbound buses will be rerouted from Somerset St West to travel via Preston Street west on Albert and Scott, north on Bayview and Bayswater Aves to Somerset St West. Duration: September 7 - November 12, 2010. The Route no 2 Blair eastbound bus service will remain the same on Somerset St West and will not be detoured.

This work will result in some inconvenience to you such as noise, dust and vibrations. The City is committed to minimize any disruption and inconvenience to the public during construction. We would like to thank you for your patience and cooperation."

Open House: Wellington Community Design Plan

This Wednesday evening, you are invited to an Open House to review and discuss the Community Design Pl an (CDP) for the entire Wellington St W corridor and Parkdale Market area. This meeting is in advance of the CDP's approval at the Planning and Environment Committee next month (on June 22, 2010). City staff and Councillor Leadman will be present to answer questions.

The CDP for Wellington Street W is a City-led process that results in a plan that will guide both the development of private lands and public works (of the City and other government agencies) within the study area. The CDP will create a vision, and a means to implement that vision, in ways that are meant to satisfy both community aspirations and the relevant strategic growth management policies of the Official Plan.

The CDP will guide the changes we will see over the next 20 years for this area including:

Zoning and urban design considerations
Land development proposals
Open space and community linkages
Streetscape and road improvements
Civic initiatives

114 Richmond Road Plans a cause for concern

In advance of tomorrow night's meeting Councillor Leadman has had a chance to preview the designs for 114 Richmond Rd. being proposed by Ashcroft Homes.

At this early stage, having seen the designs, she has a number of concerns which she has expressed to the developers and staff. Councillor Leadman is alarmed by the impact the current design will have on the community visually from Byron Avenue and Richmond Road as well as the affect the high density and minimal amount of public open space provided will have.

Traffic generated from the site is also a worry for Councillor Leadman, especially the traffic that could be directed right on to residential streets such as Kensington Avenue. She is investigating all of the options available to make the impact of traffic as minimal as possible on residents living on those streets.

As this is one of the most unique properties in the ward with some of the most historical significance, she wants to ensure it is treated with the respect it deserves. She wants the finished development to add to the community and not take away from it.

Councillor Leadman will be attending the meeting tomorrow night at St. George's Church (415 Piccadilly Ave.) from 7 to 9 p.m. She would also like to encourage anyone who is interested in or might be affected by this development to come and participate.
