Mizrahi development appealed to OMB

via the Ottawa Community News:

The developer that sought to build a 12-storey luxury condo on the corner of Wellington Street West and Island Park Drive has launched an appeal regarding the proposal to the Ontario Municipal Board.


The original zoning bylaw amendment and Official Plan amendment submitted in support of the proposal are now marked as "appealed" on the city's website as of June 26. The move was anticipated following statements by company president Sam Mizrahi following the city's rejection of the proposal in early May.

From the City of Ottawa:

We are pleased to inform you that the City of Ottawa is planning to implement a flat-top speed hump on Tyndall Street to address speeding and pedestrian safety concerns raised by concerned members of the community. The flat-top speed hump is proposed to be installed as shown in the attached figure. The funding for the design and construction is in place and construction is expected to occur during the 2015 construction season.

Traffic calming measures along Tyndall Street were initially recommended as part of an earlier Parkdale Area Transportation Study. Various measures were considered to address speeding and pedestrian safety concerns, and the City is now proposing a flat-top speed hump as the most appropriate measure.

Committee of Adjustment Notice of Public Hearing for 296 Carleton Avenue (33, 35, and 37 Gould Street)

The Wellington Village Community Association has received notification that the public hearing for the consent and minor variance applications to the Committee of Adjustment for 296 Carleton Avenue, a property owned by Jim Cocks and Jan Leahy, has been postponed to the Wednesday June 18 meeting.

The applicant subdivided the property into two separate parcels of land fronting on Carleton in 2012. The owners have now revised their plans and are proposing to create three separate parcels of land, to demolish the existing dwelling and frame shed, and to construct three, two-storey detached dwellings fronting on Gould Street.

To proceed, the owner requires the Consent of the Committee for Conveyances.

The variances for which approval is being sought are:

  1. For 37 Gould, to permit a reduced lot width of 9.75m, whereas the bylaw requires a minimum width of 15m; to permit a reduced lot area of 199 square metres, whereas the bylaw requires 450 square metres; and to permit a reduced rear yard setback of 5.13m, whereas the bylaw requires a setback of 6m.

  2. For 35 Gould, to permit a reduced lot width of 9.75m, whereas the bylaw requires a minimum width of 15m; to permit a reduced lot area of 199 square metres, whereas the bylaw requires 450 square metres; and to permit a reduced rear yard setback of 5.13m, whereas the bylaw requires a setback of 6m.

  3. For 33 Gould, to permit a reduced lot width of 10.98m, whereas the bylaw requires a minimum width of 15m; to permit a reduced lot area of 224 square metres, whereas the bylaw requires 450 square metres; and to permit a reduced rear yard setback of 5.11m, whereas the bylaw requires a setback of 6m.


This item will be heard by the Committee of Adjustment on June 18, 2014 starting at 1:00 pm at 101 Centrepointe Drive, Ben Franklin Place, The Chamber.

Reminder: Planning Workshop for a Linear Park Along the Sir John A. Macdonald Parkway

The National Capital Commission (NCC) is exploring the possibility of creating a linear shoreline park on lands between Preston Street and Carling Avenue to enhance the green space along the Sir John A. Macdonald Parkway. We would like to invite a representative from your organization to participate in a planning workshop to explore this idea. The workshop will be held on May 27.


The purpose of the workshop is to consider various ways to transform sections of the Ottawa River shoreline corridor into a park. The aim is to make this corridor a space that people visit more often and that is more accessible to the public for a variety of uses, while also ensuring unimpeded access to the river for the neighbouring communities.


This workshop is part of the development of the Capital Urban Lands Master Plan and Parkways Policy, and follows on public consultations that were held in March. Participants will have an opportunity to contribute toward the development of this idea by helping the NCC to define a vision and principles that will guide further consideration of the park, as well as the activities and uses that would be suitable for the space, considering its importance to the Capital.

The Wellington Village Community Association has received notification of consent (for right-of-way/easement to provide shared access to the parking at the rear of the lot) and minor variance applications to the Committee of Adjustment for 70 Holland Avenue, a property owned by Michael Beveridge. The applicant is proposing to subdivide the property into two separate parcels of land, one of which will contain the existing 1.5 storey detached dwelling. It is proposed to construct a new 3-storey, three-dwelling unit on the other newly created parcel. The existing shed on the property is to be demolished.


The variances for which approval is being sought are:


1. To permit a reduced total interior side yard setback of 1.56m, whereas the bylaw requires 1.8m.


2. To permit a reduced interior side yard setback of 0.21m, whereas the bylaw requires no less than 0.6m.

A Traffic Advisory was issued regarding lane closures on Sir John A. Macdonald Parkway. Sections of this parkway will be temporarily closed to improve safety of two overpass railings. These closures will begin on Monday, March 17 and will continue until March 27, 2014.

These closures will occur from 9:30 am to 3:30 pm, Mondays to Fridays, over a distance of 100 metres. Traffic cones and directional signage will be on site to direct traffic and to ensure worker safety.
